URBANPETRO LAUNCHES INITIAL DEVELOPMENT PHASE OF THE BOLIVIA–PARAGUAY ENERGY CORRIDOR
Strategic Petroleum Infrastructure & Energy Development Program 2026–2032
SANTA CRUZ DE LA SIERRA, BOLIVIA — 2 OCTOBER 2026 — UrbanPetro Group has commenced the initial development, mobilization and pre-construction phase of its proposed Bolivia–Paraguay Energy Corridor (BPEC 2026–2032), a strategic petroleum infrastructure and energy development program designed to evaluate and develop an integrated supply, storage, logistics and distribution corridor connecting international petroleum supply with Paraguay River logistics and downstream markets in Bolivia and Paraguay.
The project development program is being coordinated from the UrbanPetro Latin American office in Santa Cruz, Bolivia, with activities scheduled on 2 October 2026 from 11:00 a.m. to 6:00 p.m.
The project is officially identified as BPEC20262032, with the full project branding UrbanPetro BPEC 2032.
Initial Development and Mobilization Phase
The first stage of BPEC 2032 is focused on establishing the technical, commercial, legal and institutional foundation required to determine the project’s feasibility and prepare for potential future infrastructure deployment.
The proposed Part 1 strategic allocation is USD 625 million, based on a preliminary 2026 planning estimate.
Within this strategic allocation, UrbanPetro has identified a proposed initial development and mobilization expenditure of USD 39.248 million, together with a recommended initial operating reserve of USD 2.5 million.
Accordingly, the current proposed initial funding.
Initial Development & Mobilization: USD 39,248,000
Recommended Operating Reserve: USD 2,500,000
Initial Funding Requirement: USD 41,748,000
UrbanPetro emphasizes that the USD 39.248 million figure represents a preliminary development and mobilization budget and is not the total construction cost of the proposed BPEC 2032 infrastructure.
The remaining proposed allocation within the USD 625 million Part 1 strategic envelope is approximately USD 585.752 million, subject to feasibility studies, engineering, regulatory approvals, investment decisions, procurement requirements and subsequent project development.
Project Leadership and Development Team
The October 2 development program is being led by Mr. Baiju Jayachandran, CEO & Founder of UrbanPetro Group, with Mrs. Rebeca Mamani Lovera responsible for Latin American UrbanPetro Group activities.
Mr. Karthikeyan Navami, responsible for UrbanPetro Global News, is also participating in the project communications and documentation activities.
Additional UrbanPetro partners, advisors and project participants are expected to participate through online meetings and coordination sessions as the development program progresses.
Land Survey and Initial Project Assessment
One of the principal activities of the initial phase is the organization of the land survey and project-site assessment program.
The UrbanPetro team is examining potential locations and development conditions associated with:
Strategic petroleum storage facilities
Tank farms and associated infrastructure
Transportation and logistics facilities
Truck parking and petroleum transportation support areas
Potential distribution facilities
Industrial and commercial land requirements
River and road transportation connections
Future downstream petroleum distribution infrastructure
The initial surveys are intended to establish a preliminary understanding of land availability, geographic conditions, transportation access, infrastructure requirements and potential development constraints.
The same assessment framework will be considered for potential locations and project opportunities in both Bolivia and Paraguay.
Economic and Government-Level Assessment
A major component of the October 2 program is the assessment of the project’s potential economic impact and its relationship with public and private-sector stakeholders.
UrbanPetro intends to conduct discussions and consultations concerning:
Economic Development and Public Support
The project team will examine potential economic benefits, employment opportunities, logistics development, energy-security considerations and possible cooperation with public and private institutions.
Documentation and Regulatory Permissions
The development process will include examination of the documentation, registrations, licenses, permits, environmental requirements and other regulatory approvals that may be necessary for future project activities in Bolivia and Paraguay.
Storage and Logistics Infrastructure
Technical and commercial assessments will consider potential tank-storage locations, truck parking areas, transportation facilities and connections to regional petroleum logistics networks.
National Companies and Organizations
UrbanPetro plans to engage with companies, industry organizations, local business representatives and other stakeholders whose activities may be connected with the proposed energy corridor.
Government Department Meetings
The company intends to pursue institutional discussions with relevant government authorities and public-sector departments in Bolivia and Paraguay as the project progresses.
Transport Sector Engagement
Meetings with petroleum transporters and logistics operators will form part of the assessment of road, river and multimodal transportation requirements.
Gas Station and Downstream Sector Engagement
UrbanPetro will also evaluate potential cooperation with fuel-station owners, distributors and downstream petroleum businesses in order to understand market requirements and distribution opportunities.
Bolivia–Paraguay Energy Corridor Concept
The proposed BPEC 2032 concept is based on the potential integration of several strategic components:
International Petroleum Supply
↓
Paraguay River and Regional Logistics
↓
Strategic Petroleum Storage
↓
Transportation and Distribution Infrastructure
↓
Bolivia and Paraguay Downstream Markets
The corridor is intended to be evaluated as an integrated regional energy and logistics system rather than as a single infrastructure project.
At this stage, the project remains subject to detailed feasibility studies, land verification, engineering assessments, regulatory processes, commercial evaluation and investment decisions.
From Concept to Bankable Development Program
UrbanPetro’s objective for Part 1 is to transform the strategic concept into a structured and potentially bankable development program.
The initial phase is therefore expected to address:
Project-location verification
Land and cadastral studies
Engineering feasibility
Technical design basis
Environmental and social assessment
Legal and regulatory review
Bolivia project registration and documentation
Paraguay project registration and documentation
International technical-team mobilization
Project-management structures
Preliminary construction planning
Machinery and site-preparation requirements
Initial construction and fabrication planning
Investor documentation
Procurement and contract preparation
Logistics and river-transportation planning
Security, insurance and project-risk controls
These activities are intended to establish the foundation required for subsequent investment, engineering, procurement and construction decisions.
Regional Energy and Economic Development Objective
UrbanPetro views the proposed Bolivia–Paraguay Energy Corridor as a potential long-term regional infrastructure initiative linking petroleum supply, transportation, storage and distribution.
The company will continue to evaluate the project’s technical and commercial feasibility while engaging with government institutions, national companies, logistics operators, petroleum-sector participants, fuel distributors and other stakeholders.
The development program is intended to support a structured assessment of how strategic petroleum infrastructure could contribute to regional supply-chain efficiency, energy security, logistics capacity and economic activity.
Next Phase
Following the initial land survey, economic assessment and institutional consultations, UrbanPetro expects the project team to consolidate findings into technical, legal, commercial and investment documentation.
Further project development will depend on the results of these studies, availability of suitable land, regulatory approvals, commercial agreements, financing arrangements and formal investment decisions.
